Materials Engineering and Inspection, Inc. (MEI) provides special inspection and materials testing for construction projects across Northern California, delivering the quality assurance and quality control that owners, engineers, contractors and building departments can rely on. Our scope spans reinforced concrete and post-tension work, structural masonry, structural steel and welding, fireproofing and fire stopping, seismic anchors, soil and geotechnical materials, and asphalt and aggregate testing. What stands behind the work is the licensing, the certifications and the engineer responsible for it.
Every inspection starts from the approved plans and specifications for that project, not a generic checklist. The inspector confirms what the drawings call for, then confirms what has actually been built, and flags nonconformance at the point it's observed, not weeks later in a report.
The same discipline carries into the laboratory. Samples are logged at the point they're taken, tested to the method the specification calls for, and traceable back to the exact location and date they came from. A result means nothing once that chain breaks.
Special inspection certifications are issued per discipline, not as one general qualification. An inspector certified for reinforced concrete is not certified for structural welding. Everything else a report relies on, from equipment licensing to firm registration, is certified or licensed separately and checkable with the body that issued it.
International Code Council
ICC certifications are the ones building departments look for on a special inspection report. Our inspectors hold them across reinforced concrete, structural masonry, structural steel and bolting, spray-applied fireproofing and related disciplines. Each covers the scope it names.
American Concrete Institute
ACI certification covers the people who sample and test concrete, in the field and in the laboratory. A compressive strength result is only as good as the sampling and curing behind it. An improperly made cylinder produces a number that looks valid and is not.
American Welding Society
The Certified Welding Inspector credential qualifies an inspector to judge welds against the governing welding code, including procedure and welder qualification review. Structural welding is always inspected visually, with volumetric methods added where the drawings or the code require them.
Division of the State Architect
California school and other public building work is reviewed by DSA, which sets its own requirements for who may inspect and how work is reported. DSA projects run to that programme, not the local building department alone.
California Department of Public Health
A portable nuclear moisture-density gauge measures compaction and water content on site with a sealed radioactive source, which is why operating one is licensed. MEI holds a radioactive materials licence from CDPH covering gauge use, operator training, and transport and storage.
California Department of Industrial Relations
Public works bidding and contracting requires an active registration with DIR, alongside certified payroll reporting once work is awarded. MEI holds that registration, a precondition checked before a public agency can accept a bid.
Work is also performed under OSHA and Cal/OSHA safety regulations, and referenced against AISC and ASTM published standards wherever a scope calls for them. Inspectors keep their certifications current as codes and requirements change, rather than relying on a credential earned once and never revisited.
